ALMOST A YEAR AFTER HE COMPLAINED TO THE INFORMATION COMMISSIONERS OFFICE, MATT FINNEGAN HAS FINALLY BEEN VINDICATED!

MATT FINNEGAN WAS HOUNDED OUT OF HIS HIGH POSITION OF MEDIA CHIEF OF LIVERPOOL CITY COUNCIL AFTER CONFIDENTIAL EMAILS WERE "FOUND", DURING AN INVESTIGATION FOR OTHER TRUMPED UP CHARGES.
THESE EMAILS WERE USED IN A REPORT AND SENT TO ALL 90 COUNCILLORS OF LIVERPOOL CITY COUNCIL.

LIVERPOOL CITY COUNCIL HAVE BEEN INFORMED BY THE ICO THAT THEY ACTED ILLEGALLY AND HAVE BREACHED THE DATA PROTECTION ACT OF 1998.

Call for apology over city council data law breach

LIVERPOOL city council broke the Data Protection Act in the way it released details of private emails between former leader Mike Storey and the town hall’s top spin doctor, a government commissioner has ruled.

Matt Finnegan, who resigned as assistant executive director for media after more than a year under suspension, took the case of the emails to the Information Commissioner’s Office.

It was the latest skirmish in the long-running saga sparked as part of the public fall-out between Cllr Storey and former chief executive Sir David Henshaw.

Last night, Mr Finnegan’s law-yer, Rex Makin said: “I made it clear when the emails were pub-lished that a contravention had taken place. The council’s res-ponse was opposite, and now the Commissioner has ruled I was correct. I think it flawed the disci-plinary proceedings the council was taking against Mr Finnegan.”

Mr Finnegan, who headed the council’s news operation from Dale Street, was suspended and a council audit team, as part of a routine exercise, examined his computer and mobile phone. These revealed communications between Cllr Storey and Mr Finnegan relating to the future of Sir David.

One of Sir David’s key officers, resources director Phil Halsall, sent a draft report to all 90 city councillors which contained full details of the exchanges of emails.

The commissioner’s report says:

“It is primarily the premature circulation of the detail contained within the draft report which raises concern.”

Mr Halsall, in the draft report, included a covering letter stating the full findings of the investiga-tion had been published “some-what sooner than intended due to media interest generated by the existence of the report”.

It then went on to say that, as the draft report also contained information which may lead to a disciplinary investigation, mem-bers were told to treat the details contained within the document as “strictly confidential”.

“What is most pertinent is not the actual contents of the draft report but the untimely manner in which it was distributed,” said the commissioner’s officer. “It is clear the decision was taken to distribute the full contents of the draft report somewhat premature-ly in response to ‘media pressure’ which we believe was unfair (to Mr Finnegan). It is therefore our view that Liverpool City Council has breached the First Principle of the Data Protection Act 1998 in this instance.

“Whilst it is acknowledged this is perhaps an extraordinary case in terms of the events which occurred and the high profile of individuals who were involved in the investigation, the disclosure, having been circulated at such a premature time, was still unfair. If the council felt it needed to res-pond to media pressure on the case, a summary of the necessary facts may have been sufficient.”

The commissioner has now written to the city council advis-ing that the untimely manner in which the circulation of the Draft Report occurred could have had further consequences in that it may have compromised disci-plinary proceedings which might have subsequently followed.

Although no action is proposed against the council by the ICO, Mr Finnegan now has the legal right to take court action against the council for their breach.

Last night, Mr Finnegan said: “It has always been my contention that the city council broke the law by publishing confidential emails, and the ICO has now confirmed that the Data Protection Action was breached by them.

“This is a small, if belated, victory for democracy and a vind-ication of my actions in obeying the leader of the council. If the council had any decency, it would now issue an abject public apol-ogy to me for acting illegally. But I won’t be holding my breath.”

Mr Finnegan is now calling for the council to take legal action against Sir David Henshaw, chair of the North West Strategic Health Authority, for contravening the Data Protection Act and to suspend Mr Halsall, who is still employed by the council, pending a full investigation into his actions.

A city council spokesman said last night: “The city council accepts the findings of the Information Commissioner and notes that he has recognised the exceptional circumstances that led to the complaint. We welcome his decision not to take any further action.”

Almost a third of over 50s in the North West who care for their spouse or partner are unaware of the benefits they may be due, a new study has suggested.

National charity Age Concern said 30% of older carers in the region do not know they could be eligible for benefits for their work.

Launching a campaign to put more than #100m into the pockets of elderly people across the country, the charity said help was often available to meet the considerable cost of full time caring.

A spokeswoman said: "Many pensioners wrongly believe that they are not entitled to carers' benefits because they are already in receipt of the state pension, yet this is often not the case.

"And many carers under state pension age are unaware that putting in a claim could give their finances a double boost, by giving them a weekly credit towards their state pension as well as topping up their regular income."

Gordon Lishman, director general of Age Concern, added: "The cost of caring can be a big weight to bear for many people, but claiming carers' benefits can help to lighten the load.

"Yet thousands of carers across the UK are each missing out on cash benefits of up to #2,500 a year, often because they don't realise they are entitled to the extra help or just don't understand the system."

He added: "Age Concern benefits advisors can make it easy for carers to find out what they are entitled to and to make a claim."

Thanks for your support.

I attended a meeting in the North of the city last week organised by the Liverpool Care Slaves United.

Over 100 people showed up and we met a local labour councillor Joe Hanson.

I spoke to carers from all different parts of the city who are all in the same position - facing about 30% PAY CUT !

The Labour Party can't believe that the council are trying to force such cuts through on the private sector workers and they are vowing to help us in our struggle for equal rights of pay.

If you dont mind I would like to take this opportunity to tell other care workers that are concerned about what the council are doing to contact Joe Hanson.

The same answers keep coming back on this when we ask why is the council changing the contract?

Answers.....1) The council are overspent and need to find more money to fund the Capital of Culture stuff. I would ask, why target the care services?

2) When they have come up with the idea of this new homecare contract, they have not thought through the knock on effect on the carers and workforce in the city. I would ask, who are the people making these decisions without speaking to us?

3) It is to increase efficiency and is better for the council tax payer. I would ask, why target just the private sector service? Home Help staff are being paid for their spare capacity and also get paid for their traveling time. District nurses and health authority staff get paid for shifts of work, that includes traveling time.

WHY ARE WE ANY DIFFERENT?

IT IS NOT EQUAL IT IS NOT FAIR

Tony, I say : CUT THE CULTURE BUDGET, NOT THE CARE BUDGET - and let us continue to do our job caring for the elderly of this city and giving them the time and quality of life they deserve.

Can I ask just a simple question ? Why me?
I am a care worker working for an independant Care Agency. I have a mortgage and 3 beautiful children who need all the things that children require. Like food, clothes,toys,outings etc act.

My pay is about to be cut by 30%. Why me?
My hours wont be guaranteed. Why me?
There is legislation against discrimination racial discrimination, age discrimination, sexual discrimination and lots of other discrimination.
Discrimination against private Agency care workers? Doesn’t exist and its rife.

They say it’s to save tax payers money. But why me?
Has anybody asked the tax payers why it should be me?
District nurses do the same kind of job. Why not them?
The ‘In House’ service do the same job. Why not them?
Age concern do the same job. Why not them?
Other big charities do the same job. Why not them.
Its all paid for by tax payers.

Cant get it out of my head. Why me?
Has anybody asked the tax payers do they want to save money on people who care for vulnerable people?
Has anybody asked the tax payers if it should be just me?

I am so mad about this.

My Uncle receives care from an agency.

I spoke yesterday with his main carers. They said that if the 30% cut effects them, they will have no choice but leave and find a new job that pays decent wages and offers them stable work. What will happen to my uncle then? If most of the carers in the city feel and act in the same way, who will care for him? I think that carers do a fantastic job and they should not be steamrollered over by the council because they want to save money on the capital of culture. Carers have mortgages, just like Warren Bradley. How would he react to a 30% pay cut?

We need our carers. Something has to be done to stop this nonsense. Reading through your web site, it appears that if the council stopped spending so much money on yachts, paying off its staff and incompetence we may stand a chance of looking after people like my uncle and at least give him some quality of life like he has now with the carers he knows and is used to.

Lets put some things in to perspective, if ONLY one of the councils officials is making say £150 000 per year, and they took a 30% pay cut, £45 000 would pay for over 1 years work of care for my uncle. On the other hand, how many carers wages do they have to slash for the same effect?

Capital of Culture or Capital of Vultures? Leave the carer workers alone. Their job is hard enough without people kicking the legs from under them.

Tori Blare said...: Thought you all should know, despite the private sector being told to take a 30% cut in wages with no minimum hours, the Council run in house home carers are being made redundant.
The work they did have was given to the private sector, no new work is taken on except for 6 weeks if you are just out of hospital. Most of the carers from the council do not have work to do, this is because the stupid adult services let the service run down on purpose.
The aim of the council is to get rid of all the carers, of what is termed generic, they cost too much in paying staff to go home and wait until they get a call with some work, or walking the streets, many have become so disillusioned they have gone off ill. This of course costs a lot of money, so lets just get rid of them!
This needs just as much publicity as the private sector.
Care in Liverpool is excellent,when allowed to give it.
The Capital of Culture should not be cut, the disgusting high wages of these so called heads of the council and the Chief Executive, this is wht should be cut.

WHAT PRICE IS IT TO GET OLD?

Keep the pressure up Care workers, private and council.

If you are getting old, be very afraid as unless you have lots of money, there is nothing down for you.
Oh and lets not forget the Day Centres that the council are always trying to close down, Venmore Mews?
What has happened to that one?
Notice how the cuts in services for the elderly were not publicised until after the election?

What is wrong is the huge salaries for incompetent officials like Halsall and Hilton and Harbrow and the millions they have wasted on yachts and trips abroad and being sent back to school so they can find out how to do their jobs properly. MILDRED said...: I'm getting old and I'm getting very very scared at the thought of my arthritis getting worse and my sight not improving, I cannot get around much at the moment but I manage without help for most of the time. I know that soon,in maybe 3 years, I hope its not so soon, but I know at some time I will need someone to look after me and help me with my essential needs.
Who will help me then?
Some young girl just out of school looking for a few bob now and again?

Private or Council Home carers, we need to stand up for the elderly and show that sometimes the cost of a service should not be the first factor of consideration, cutting costs is not the answer in care, providing quality services using highly trained and committed workers, who actually care about the people the look after! This is the most important factor.

Election 2007: More details emerge of fracas at Liverpool count

FURTHER details emerged last night of a fracas at Thursday’s election count involving Liverpool leader Warren Bradley and a Labour candidate – but everybody was telling a different story.
Police were called in as the high drama erupted after it became clear the vote count for Croxteth would be a close call between the Lib-Dems’ Phil Moffatt and Labour candidate Jim Noakes.
Tempers began to fray after returning officer Colin Hilton asked bystanders to step away from the table during a third recount.
Yesterday, Cllr Bradley, who had been watching the count with Cllr Moffatt, said police tried to protect him from Labour members. “The Labour candidate took umbrage that I was giving Phil some advice and tried to barge into me,” he said.
“The police stood by me all night as they were concerned that tensions within the Labour party were running high.”
But Mr Noakes, backed up by his party leader, Cllr Joe Anderson, said it was Cllr Bradley’s proximity to the count table which had started the scuffle.
“Colin Hilton told everyone except candidates and the agents to step away from the table,” he said.
“Warren Bradley wouldn’t move back. He wouldn’t let me get past to reach my agent who was at the other end of the table, so I said he should move back, and that’s when it all happened. It was handbags really.”
By 3am, it was obvious there was still discrepan-cies in the count totals and Mr Hilton announced the count was being abandoned.
Cllr Moffat was even-tually elected to the seat yesterday morning with 1,246 votes, just 10 more than Mr Noakes, who took 1,236. Ironically, there were 10 spoiled papers.

The City Council vandalised Kirkdale graves instead

For what doth it profit a man if he gains the whole world and suffered the loss of his own soul?
What exchange shall a man give for his soul?

For two centuries mourners entrusted the Councillors with due care
Once in Liverpool there was a Civic Pride in how the dead were buried there.
Family Friends faithfully committed to the ground to the earth.
There stood proud headstones in words of wisdom and of dearth

Not now the City Councillors sign in for a fee and voted to destroy
These Councillors gave no thought they needed not the vote of the Hoi Poli.
Go and see their work, they smashed the ancient stone once new
They left a message, the reason. stuck on fallen stones for the dead to view.

“Died in Jan 1806 Gave his life for his country now dead
Died in Feb 1820 once in pain now at rest it said.”
The message left in Red cannot be seen the family has no blame
The Councillors gave the nod to the evil officers plan of no claim.

Today the sun shone to warm the cockles of your heart
Today the bright sky is fleeced in clouded art
Today the grass is cut the smell is all around us
Today we visited the grave of Ken and Doris and of Tom

The Kirkdale Cemetery with its wall of sandstone
For two centuries the burials lined the grass with headstone
To count the mourners through the years is a task in vain
Come to see the words set in stone in prayer in verse in pain

These fields of smashed and fallen stones vandalised by Councillors is our SHAME
These wicked violent acts the destruction of our stones is done they say in our name.
Our mother father grandmother and grandfathers’ all smashed to the ground
Men and women who starved for us who died for us now lay flat all around.

Of all the bad decisions voted by our Councillors this is the most heinous
The ranks of souls committed by the family are flattened by this evilness

It is not us we were ordered by the Councillors it is their evil acts that abound
To see the fields laid flat to stand and see the vandalism and not a care around

Is this our lot to just lie down? To give in to acts so bare, created by the City Solicitors.

The sun has gone down on those who gave their lives for us
And we do nothing
For they are dead and we create no fuss
Shame on us

Well not for us we wish to stand and be counted
We want the stones put back up you knocked them down,
When in all their lives they stood up.
The cost you Councillors say?

Tell us if it is more than the £200m wasted by Labour Councillor Marx Dowd. Socialist R.I.P.

Former council leader leaves £320,000 for city education

FORMER council leader John Hamilton bequeathed his life savings to Liverpool’s education system.

Friends described the former teacher’s generous decision as typical of his passion for improving the quality of learning in the city.

Mr Hamilton, who led Liverpool through the turbulent Militant era of the 1980s, died in December aged 84.

Education was always his first love, and he demonstrated that dedication by leaving almost all his £320,000 estate to Liverpool University’s Centre for Lifelong Learning.

The centre offers courses for skills training and employment advice to people aged 18 to 95, and professional develop- ment for university staff.

Cllr Joe Anderson, leader of Liverpool’s Labour group, was a close friend of Mr Hamilton.

He said: “His whole life was dedicated to education – it was his passion and what made him tick.

“He felt that the cause of socialism could only be furthered if people bettered themselves through education.

“His father instilled that virtue in him when he was very young. John always wanted to make sure the city’s future was secure, so this donation just sums him up.”

Anne Merry, the university’s director of lifelong learning, said: “We’re extremely grateful for this generous gift.”

£29m saving needed to stop 2008 crisis

Leader of Liverpool City Council, Cllr Warren Bradley

CITY leaders need to find £29m savings in three months to avoid a financial disaster in 2008.

The shortfall in council revenue, outlined in a “budget reconciliation” document given to the ECHO, includes more than £21m earmarked for Capital of Culture itself.

The culture figure is made up of £5.8m deferred from this year, £12m of additional spending already earmarked for 2008 celebrations, and a gap of almost £4m in expected revenue from sponsorship.

The ECHO revealed on Saturday how a detailed plan on ways to fund the shortfall was being drawn up and would be presented in June.

Today we can disclose the scale of deficit the council will have to address.

The figures suggest £29.4m shortfall is after assumed efficiency savings and a council tax rise in 2008/9 of 3.7%.

Council leader Warren Bradley today insisted the money would be found and Capital of Culture go ahead as planned.

But deputy opposition leader Paul Brant said: “Liberal Democrats have created a financial time bomb set to go off in 2008 with no explanation of how they are going to pay for Capital of Culture year.

“It could destroy the reputation of Liverpool as a city and prevent it getting the benefits we all hoped Capital of Culture could deliver. It’s financial madness what the council is doing.”

Cllr Bradley said he was fed up with “scaremongering” which he claimed did nothing but damage Liverpool’s image.

He said: “What a lot of rubbish. We’ve given an assurance we will deliver Capital of Culture and won’t go back on that .

“We will find the savings as we have year on year on year.

“There’s nothing being hidden here. We will deliver our forward strategy in June which will deal with the £29.4m that we’ve got to find next year.”

Cllr Bradley said the city was looking at brownfield sites which could generate lucrative revenue. One has been identified in Garston.

Other potential ideas include borrowing a proportion of the money, to be repaid over several years.

But Cllr Bradley said selling buildings and leasing them back was ruled out.

ITS NOT BOOTIFUL! - THE ROTTWEILLER MCELHINNEY STARTS AN ILLEGAL TURKEY SHOOT!

Liverpool City Council staff have been forced to work on the Bernard Matthews turkey crisis in Suffolk!
Specially trained social work staff who normally handle calls to the council's Careline have been ordered by McElhinney to take calls about bird flu instead!
Liverpool call centre staff have also been instructed to take calls as part of a contract the evil McElhinney has negotiated with DEFRA.
(Christ almighty, no wonder the council's own services are so bad, ed)

Careline is the social services call line for those vulnerable people who cam sometimes be in desperate need of help. It is also used to alert the proper authorities if someone is in an emergency.
(It is NOT for turkeys, ed)
But instead of answering such Careline calls at McElhinney's lair in (Misad)Venture Place, council staff are now taking calls about a mangey turkey outbreak miles away from Liverpool.
Staff are appalled at what they have been ordered to do - but dare not stand up to the evil rottweiller.
His 'yes sir, no sir' sidekick - Councillor Richard 'Inspector Clueless' Marbrow - is well aware of what is going on and has done his best to hush it all up.
Until now.
What makes the lucrative contract with DEFRA (how much is that worth then? ed) even more scandalous is that McElhinney (left) is acting illegally in forcing staff to comply.
(Doesn't it just show everyone that the arrogant **** has still not learnt his lesson and thinks he can get away with murder? ed)
Staff have been denied annual leave so that the LDL contract with DEFRA is covered.
Staff from the One Stop Shops have also been offered overtime to make sure the contract is covered.
Staff have even been taken out of the One Stop Shops during their normal working hours to help take calls.
But there is some good news...
McElhinney is shitting himself because city council Assistant Executive Director Peter Cosgrove has been informed of what has gone on.
Cosgrove is one of the genuinely good guys and although considered weak by some, would love to get McElhinney bang to rights.
Cosgrove has been copied into some damaging email correspondence which McElhinney sent to staff and the rottweiller has now gone off the deep end to try and cover his tracks (again, ed) .
In an attempt to bully and intimidate staff he has launched his own personal investigation into who forwarded what email, to whom and why.
The Head of Human Resources, Collette Hannay, has also become officially involved and is aware of how McElhinney has broken the law (she won't do anything about it, ed).
Not surprisingly, the thieving rottweiller has now enlisted his long-standing accomplice, the smiling assassin Hasitall to try and dig him out of the turkey shit!
It is all very hush hush and in the end, Colin 'Cover Up' can probably be relied upon to sweep up all the turkey shit into his fancy pigeon loft at the back of the MO.
So that's why we are telling you now...
And we would just add:
Isn't it about time that the city council put its own house in order FIRST?

Although some people somewhere, are worrying about a stinking turkey spreading disease across the world.
Most of us are more concerned about public services and value for money for those services.
Instead we find that those who are in charge of our council tax spending would rather spend the money and staff time on helping paranoid people from some other town again!
First we have Chas Cole and his Summer pops, taking hard earned money from the tax payer to fund a concert in Sefton, then we have this, helping people who don't even live in Liverpool.

Why do I pay my council tax at all?

I couldn't get through to Liverpool Direct yesterday and it was a really important call, relating to Liverpool.

I wonder now if it was because others were moaning on about their Sunday dinner being ruined?
It's an absolute disgrace, maybe if we all moved to another borough, we may get the services we have already paid for?

But I couldn't have done it without good friends. And closest of all was Doc the Marmaliser. He helped me leave a great legacy, LDL. Lotsa Dirty Lucra. Where's all the money gone people ask. Well mostly to Charity to help a dear old lady called Beatty.

A shame I fell out with Dickie Mint over silly things like the Trams and the Cloud but when he tried to offer me a bus pass to go it was only Off- peak, an insult to a man of my standing (4' 10" in my heels) and I was not going to stand at the bus stop until 9.30 missus, not with the cold windy weather whistling round your knighthood. I didn't want my investments shrinking.

So i threatened to report Dickie to the to help the aged standards committee and they were shocked at what they found! Dickie had been trying topple me with his cohort, Mattymail Funniblog.

Dickie had to step down from his high office and finally look me in the eye. A new experience for me! But it was all worth it, i got my pension and my full bus pass. So I think the whole issue about standards in public office that can be learned from my time in charge of the chuckle muscle of merseyside comes down to one thing Happiness!

We all need to be happy and it's good to see that despite all the bigwigs driving around in their posh cars, they stil think of the less fortunate, like the Homeless and have, I believe, just invested some cash in Shelter.

So the Liver Birds still stand proud and so do the pigeons on the roof of the Town Hall and as i said to the pigeons on the day I left, lets stop all this silly coo nonsense. I did what I did to stand up for Diddymen everywhere. Tatty Bye everybody Tatty Bye!!!!

This has all come from a colleague of his wife (who is herself a nice person, given who she lives with). Sir Diddy is also apparently in regular contact with Mceilhenny and halsall and the three of them met for dinner before xmas at a hotel in Cheshire - but i doubt whether Diddy paid! One bizarre thing - he has also been talking to the cops to see if he can persuade them to do something. he says he is being persecuted! The irony of it! 'MY WORKING RELATIONSHIP WITH THE CHIEF EXECUTIVE" -

"I thought he must have been drinking. Henshaw completely lost it."

The Storey so far: in confidential documents, former council Leader Mike Storey describes his war with former chief executive, Sir David - 'Sir Diddy' - Henshaw. This week: how the fall-out began.

Relations between Sir David Henshaw and council leader Mike Storey deteriorated completely over two issues - Merseytram and Henshaw's pension.

Henshaw was 'aggressive' and used 'threatening and abusive language' both to Councillor Storey and the city's Director of Communications, Matt Finnegan.

The man who later succeeded Storey as Council Leader, Councillor Warren Bradley, described Henshaw's behaviour over the tram as "appalling" and admitted: "We should have sacked him on the spot there and then."

Finnegan, who had to deal with the media attention caused by the tram row, described how Henshaw rang him from Scotland where he was celebrating his wedding anniversary.

Henshaw had earlier already argued violently with Storey over his Merseytram comments and Finnegan had been left trying to persuade the media to play down the story.
But Finnegan says:"Henshaw was completely out of control - at first I thought he must have been drinking, he was shouting and swearing and raving like a lunatic. But he was even worse the following morning. It was an astonishing and shocking performance from someone who was supposed to be Liverpool's Number 1 public servant. He totally lost it. It was a bit frightening to hear someone so obviously out of control."

Storey's statement begins by telling how in 1999 Henshaw was 'very keen' to get the job of chief executive and "immmediately made an impact."

"For the first five years, I enjoyed a very effective and successfull professional relationship, although our relationship has always been purely professional and we have never engaged socially," explains Storey.

But the relationship began to change when Henshaw started to demand more media and public attention and tried to claim credit for all the improvements being made in the city.
His manic obsession with trying to control everything that was said about him brought him into direct conflict with both councillors and journalists who were uneasy at the prominence of a public servant.

Storey says:"At times I have felt that David has over-stepped the mark in terms of his own personal media profile.

"In November our relationship deteriorated over the issue of Merseytram.
"I had felt that the issue was being handled badly and the media perception was bad for the city. I gave comments to the press that I would be 'banging heads together'.
"David reacted very angrily and aggressively to this and told me was going to resign, with swearing and abusive language. He also threatened to attack me publicly.

"Things blew over, but our relationship was never the same."

Current Council Leader Warren Bradley, who was a witness to the row between Storey and Henshaw, said:"I shall never forget it - I could not believe what I was hearing.
"Henshaw was absolutely wild - he was effing and blinding at Mike and calling him every name under the sun. I am used to hearing some strong language from people at times, but this was really shocking coming from the chief executive.

"I thought he had lost his marbles to speak to the Leader of the Council in that way. There was no reasoning with him - he was almost foaming at the mouth."

Finnegan who was on the end of phone calls from Storey and Henshaw throughout the row, said: "It was pretty raw and nasty stuff - I was shocked that he spoke to Mike Storey in that way - and then he turned on me too and suddenly started calling me names! It was literally unbelievable. He was like a wild animal just lashing out at everyone, without any reason.

"He kept on threatening to resign, which would have been a disaster for the council at that time

- and then he ordered me to arrange for him to go on to the Roger Phillips programme on Radio Merseyside.

"I asked him what he wanted to say on the radio.

Henshaw said: 'I am going to denounce the Leader of the Council of course and tell Phillips that I am resigning'.

I could not believe my ears, to be honest. I thought he had taken leave of his senses and gone completely mad.

"There was no way that I was going to arrange for him to go and attack his own Council Leader in public.

He semed to have got everything out of proportion.

Then McElhinney also instructed me to get Henshaw on the radio - I treated that with the contempt it deserved. It would have been an absolute public relations disaster for the city of Liverpool to have the chief exec and Leader kicking each other in public.

"It was clear that Henshaw and McElhinney had their own personal agendas and they were not bothered about what was in Liverpool's best interests."

Storey then recounts how a truce was called and he and Henshaw put on a show of sweetness and light for public consumption.

It was not too last.

Storey says: "Over the issue of the pension deal our relationship deteriorated completely to the point where we did not speak...once David publicly announced his intention to retire our relationship became very frosty."

Stay on your own side of the river if you feel you need to attack scousers, it is not lack of confidence that prevented Storey from acting, it was purely because he was terrified of what would come out of Henshaws mouth that may prove to us all that Storey is just as bad.

When my hon. Friend decided that Liverpool city council should receive a 2.7 per cent. floor uplift, did he take into account a recent report by KPMG which suggests 43 ways in which the council could save money on the external contracts negotiated by its former chief executive Sir David Henshaw? One of them commits the council to a service charge of £11,000 a year per councillor, to be paid to a company called Liverpool Direct for computers supplied to councillors.

Clearly more savings can be made in Liverpool. Will my hon. Friend examine the report to ensure that he and his officials know the background, and to ensure that Liverpool council tax payers receive the best services that can be provided from the significant resources that the council receives?

Of course, in terms of the allocation of revenue support grant one cannot take into account such specific reports, but Liverpool is subject to the Gershon requirements, as are other authorities, and I would have thought that a consideration of that important report would be a contribution to that agenda in Liverpool

LIVERPOOL City Council will spend £2.5m servicing computers for its councillors in a 10-year deal condemned as a "scandalous waste" of taxpayers' money by an MP yesterday.

Just 120 PCs and laptops at the town hall are covered by the maintenance agreement struck with controversial joint venture company Liverpool Direct Ltd (LDL).

At an annual charge of around £250,000, it means council taxpayers are footing a staggering bill of more than £2,000 for servicing each computer for 12 months - costing £20,000 per PC for the duration of the 10-year deal. Last night, Wavertree MP Jane Kennedy attacked the deal, claiming a brand new computer would cost only £600-£700 - one third of the annual service charge. The Labour MP said: "How could they sign such a bad deal for council taxpayers? This demonstrates a chronic lack of rigour in the council's procedures. "This is a service charge that has to be paid by the local authority for every computer, regardless of whether it breaks down or not." And Cllr Joe Anderson, leader of the council's Labour group, added: "It's an absolute disgrace. My computer has never had to be repaired, yet it is costing £2,000 a year." The revelation of the cost of IT support comes hard-on-the-heels of a damning report by external auditors, which found huge failures in the city council's contracts for crucial services. KPMG made 43 recommendations to overhaul two deals worth £520m, including the one with LDL, which operates the city council's call centres. Chief executive Colin Hilton admitted that implementing the changes could save millions of pounds of taxpayers' cash, even though the contracts were signed to cut costs. The Daily Post understands the computer servicing charges were brought to KPMG's attention, although the deal was not mentioned specifically in its report. Signed in July, 2001, it cost £230,359 in that financial year - rising to £251,026 in 2004/05, the last year for which a figure is available. For that fee, the city council receives technical support for just 90 councillors, plus their 30 support staff.

It excludes Blackberrys, carried by some leading councillors, and an unspecified number of new computers, which together cost a further £47,923 for servicing in 2004/05.

However, in a fierce defence of the deal, the city council insisted that it had helped "transform" its computer infrastructure. A spokesman said: "It includes connection to and maintenance of a secure server, unlimited access to broadband for computers used at home and all the technology needed to support the system. "It would not be in the council's interests to purchase computers without proper technical support in place. The service provided is far more comprehensive than that available at a high street electrical store." The spokesman added that LDL had invested £60m in improved technology, helping the city council reduce its annual running costs by £100m. However, he admitted: "A number of recommendations about the contract were made in the KPMG report which we are now in the process of implementing." Liverpool City Council has refused to publish the full report, insisting it must be kept confidential for commercial reasons. It has pledged to implement the recommendations by March next year, including ensuring LDL offers the cheapest deal for any new services it wants to take over.

THE UNTOLD STOREY (PART 4) - HOW THE BLACKMAILED COUNCIL LEADER FLUFFED HIS CHANCE TO SUSPEND THE EVIL HENSHAW

The Storey so far: Henshaw has mounted an attempted coup d'etat against the elected Leader of the Council, Mike Storey. He has used Storey's emails to suspended media chief Matt Finnegan to try and force the Leader's resignation. Henshaw, aided and abetted by McElhinney and Halsall, has also threatened Storey's job as a headteacher in neighbouring Knowsley. The Storey continues....

Henshaw's threat to Storey's job forces the council leader to call a meeting of his school's governors who give him their complete support, he reveals.

"There then followed a very difficult period when David Henshaw withdrew sending me his diary and his correspondence...I felt very isolated in all this...I contacted the chief executive of another authority and asked for advice...He was shocked and said that 'really you should suspend David Henshaw for behaving in this way'. I felt that would be inappropriate."
Story continued to lack the killer instinct even though he pursued the idea of taking disciplinary action against his renegade chief executive.

Storey tells how he met representatives from the Employers Association in Nottingham.

"A team of their staff, after several hours of discussion, got together a proposal in which they considered that David Henshaw's activities were of a serious nature. And that this should be a disciplinary matter. They made the point jokingly, that it was easier to get rid of Her Majesty the Queen than it was a chief executive."

The Employers Association advised the council leader to set up a special disciplinary committee to 'try' Henshaw.

"It could then consider suspending David Henshaw while the matter was being investigated. They also said that if he was suspended, there would have to be a report put together on David Henshaw's activities. They were happy to send a team up to Liverpool to put that report together."

But Storey faltered.

Weakly, he preferred the option of mediation to try and bring peace to the civil war.

In looking for a way to avoid a further bloody conflict, Storey let down his loyal supporters, democracy and the people of Liverpool.

It was to be his last chance to take strong and decisive action against Henshaw, but he fluffed it.

Amazingly, the arrogant Henshaw at first refused Storey's offer of mediation, believing he had the council leader on the run.

Then the evil cabal swung into action.

City solicitor Graeme Creer, who had been appointed by Henshaw, privately told the renegade chief executive of the Lib Dem group's confidential plans to set up a disciplinary committee to prosecute him.

Henshaw then moved quickly to avoid humiliation and agree mediation, with Sir Michael Lyons brought in to act as referee.

It sealed Storey's fate.

LABOUR Leader Joe Anderson is asking police to investigate what went on with McElhinney's Liverpool Direct Limited.

He has written to Chief Constable Bernard Hogan Howe after the secret report by independent auditors, KPMG made 37 separate recommendations for changes in the way the city council deals with LDL.

Chief executive, Colin 'Cover Up' Hilton has already agreed to implement all 37 recommendations, admitting that LDL has cost city council taxpayers millions of pounds.

But he is still refusing to make the full report public.

Anderson has asked the police to examine why no action was taken by the city council when he first raised questions about the way LDL was being run more than three years ago.

He has specifically asked Hogan Howe to look at the circumstances surrounding the level of charges imposed by Liverpool Direct, under the direction of chief executive Dr David McElhinney (the Liverpool rottweiller).

In particular Anderson is rightly concerned about the £200 PER INDIVIDUAL PHONE CALL charge made by LDL for handling education grant enquiries from the public.

This astronomical fee for every single phone call was imposed after the council's utter cock-up over handling education grants.

Interestingly enough, of course, Hilton was in charge of Education at this time. He agreed the charge.

Anderson is also keen to discover exactly how many millions (to the nearest £100,000 would do, ed) the contract with LDL has actually cost the city council's taxpayers.

His intervention is particularly interesting since, as well as Hilton, it also points the finger very firmly at former chief executive, Sir Diddy Henshaw and the smiling assassin, Halsall as well as former council Leader, Mike Storey.

They were all on the same watch when McElhinney was ripping off millions from the city council.
Why the cabalists should not be held individually accountable for the huge sums of public money lost by their incompetence, greed or corruption, (or all three, ed) is the question which no-one has yet answered, of course.

PS The rottweiller's poodle, the highly strung Councillor Marilyn Fielding (trained observers will notice that she is also a blonde, ed) seems to have escaped everyone's attention in the LDL scandal. This is surprising since she was the Executive Member responsible. She was, of course, busily concentrating instead on making moon faces at her beloved McElhinney, who could do and say no wrong in her eyes, while he ripped off millions behind her back. Capital of Culture

A PLEA for almost £10m of government money to pay for extra officers in Capital of Culture year has been rejected.

The Home Office turned down the request for £9.3m by council leader Warren Bradley and Merseyside's chief constable Bernard Hogan-Howe to help pay for 200 extra police officers for 2008.

Hundreds of thousands of visitors are expected in 2008. The festival will be bigger than ever, and one-off events including the giant nativity will require a big police presence.

But the government says it is not an "unexpected or enforced" event.

Cllr Colin Eldridge, Liberal Democratmember of Merseyside police authority, said: "Considering how much the government will put into the Olympics, they have barely given a brass farthing to Capital of Culture.

"I am sure the government will be quick to jump on the 2008 bandwagon once it is a success. CHEEK OF IT! ED

"But we will now have to take some radical decisions, and I am worried communities will have to lose their officers so Capital of Culture can be policed.

"We can only raise so much from council tax, so when the government says no, we are not left with many options."

In a written response to Cllr Bradley and Mr Hogan-Howe, policing minister Tony McNulty said: "It is reasonable to expect Merseyside police authority to have built this into its budget. It is the type of expense that would not normally be considered for a special grant."

The government has given at least £10m towards Capital of Culture preparations, but has come under pressure for more.

Cllr Bradley said: "This is not a short-term plan - we know exactly how those extra officers will be absorbed into the force in future years. We will not give up on this."

A police spokesman said: "We will pursue this further and are seeking meetings with ministers."

'We need government support'

IN a joint statement, Merseyside police, the police authority and Liverpool council said: "Capital of Culture year represents a fantastic opportunity to put to rest the unfounded myths that make people think that Merseyside is an unsafe area.

"We want every visitor to the Capital of Culture to have a positive experience.

"Without extra funding, the police will not be as visible and Merseyside will miss the chance to use specially-trained police officers to change people's minds about this area."

MERSEY media mogul Phil Redmond has been signed up to deliver a more popular and creative Liverpool 08.

The creator of Brookside, Grange Hill and Hollyoaks has joined the new-look board of the Liverpool Culture Company.

News of his appointment comes only days after the ECHO asked why top city writers Alan Bleasdale and Willy Russell were not, as yet, part of the Capital of Culture year, and Roger McGough was not more involved.

The ECHO understands Redmond, as part of his new role, has already made approaches to these cultural icons.

BBC Radio Merseyside presenter Roger Phillips will also join the new board - which has been slimmed down from 24 to 14 - while Neil Scales, chief executive and director general of Merseytravel, will act as transport adviser.

Redmond, a CBE for services to drama, said: "I'm delighted to have been asked to play a part in helping deliver 2008. I see it as a fantastic opportunity to find ways to showcase and project Merseyside's creative energies and talents and for people to participate in this nebulous thing called 'culture'.

''I will be working to find innovative ways to enable anyone who wishes to take part in 2008 to have that opportunity to have a go at something, try something different. Who knows what we will turn up and what we will leave behind for the future? 2008 should simply be a starting point."

The board will be supported by an operational and an advisory team, as well as specialised sub-groups on issues such as international links.

We were just following rules

LARRY NEILD poses the question about scrutiny and accountability in his weekly In the Council Chamber column. I have a lot of respect for his opinions, but this time, it’s a shame that his wounded pride replaced his usual sensible comments.

Firstly, elected councillors aren’t "handsomely-paid." It’s a myth and he knows it. We are elected to serve the city, not line our pockets. He moans the fact he couldn’t stay in the Committee room to report on the Summer Pops, having already had the report leaked to him. He can’t have it both ways and knows full well that we have to abide by the constitution, and exempt reports mean exactly that.

The advice from the city solicitor was unambiguous. This report contained issues of a sensitive commercial nature and it wasn‘t simply a case of blanking-out a few lines, as suggested by the Labour members.

As the Chair of the Select Committee, albeit new to the job, I know my role and responsibility. This includes a legal obligation to protect the integrity and uphold the standards of the Committee members.

We follow the rules, as I’m sure he does, too, in protecting his sources.

He’s right to say select committees form a valuable scrutiny role in holding executive members and directors to account. We don’t simply rubber-stamp executive decisions.

Normally, decisions are achieved through consensus, but the Summer Pops was a contentious issue. In terms of the final recommendations on its future, this includes setting up a joint-party Procurement Group and that any unanswered questions are forwarded to the Executive Director (Finance and Legal) for a written response.

The Select Committee has decided to put this issue in the past, learn the lessons from the mistakes made, and look ahead to the future. The Summer Pops will survive and prosper when it moves into the new Kings Dock Arena and will ensure that Liverpool retains the title as the UK’s Capital of Pop.

THE UNTOLD STOREY (PART 3): THE ATTEMPTED COUP D'ETAT

The Storey so far: Liverpool city council have turned down a £340,000 pension deal for Henshaw, who has announced his early retirement. Henshaw has now used emails from the Leader of the Council, Mike Storey, to blackmail the council into agreeing an even more expensive retirement deal and Storey agreeing a dishonest and humiliating press release.

Storey tells how, a month later, on 17 May, 2005, four Executive members - Councillors Clucas, Clein, Antrobus and Fielding - were asked to meet in Henshaw's office at 8 am.

"They were given no reason as to why they were to meet in his office and assumed it was for a number of different reasons," says Storey.

"Paul Clein, for example, had been trying to fix a meeting to do with the appraisal of the Executive Director for Education.

"I was not informed that this meeting was taking place.

The other 5 Executive Members, some of whom were more senior, were not invited.

"At the meeting with Mr Henshaw, Mr Halsall and Mr McElhinney they were shown copies of a draft S151 report (the emails) which they read.

"At the end of the meeting they were concerned and shocked and came out of the meeting.

Marilyn Felding contacted Paul Clark, (right) knowing of his legal background and told him what had happened. Paul Clarke suggested that we met."

Storey tells how he and Councillor Clark then went to Henshaw's office to read the S151 Report.

"Henshaw introduced Dr McElhinney and himself.

We read through the drafts which he wanted to keep in his office.

At the end, Councillor Clark said, where do we go from here - what do you want?

"David Henshaw said 'I am not prepared to speak to Councillor Storey. I will speak to you over the phone.'

"We left that meeting and met with our four colleagues and discussion carried on there.

Executive members informed me that David is trying to set up meetings with them.

"Paul Clark contacted me to say that he had had a phone call with David Henshaw.
Paul says his behaviour is unbelievable - David saying that I work for a Labour controlled council - how would my Governors feel - I could lose my job.

Paul made it clear that David Henshaw was threatening my professional career.

"I was at my lowest ebb, both my political career and professional cereer were being threatened.

That evening, I told my wife - that if my job is on the line, as a result of what the chief executive said, then I would resign."

THE UNTOLD STOREY (PART 2): Henshaw confronts Storey

The Storey so far: Liverpool city council have turned down a £340,000 pension deal for chief executive Sir David Henshaw, who has announced publicly that he will now be taking early retirement in March 2006. Within days of headlines about the pension dispute and his impending retirement, Henshaw suspends his media chief Matt Finnegan on a pretext that dates back four years. This leaves the way clear for Henshaw to try to re-build his public position.

Council leader Mike Storey was confronted by Henshaw a month later on April 21, following a Capital of Culture meeting.
Storey says:
"He informed me that as part of the investigation into Matt Finnegan, (right) they had taken his PC for examination and going through several hundred emails, had come across some emails from myself which he felt were extremely damaging and serious and we needed to think carefully how to handle this as it could be potentially dangerous, both for the city and myself.
"I felt his mood was grave and threatening. I felt he was being aggressive and intimidating. I made no comment to him about this and he suggested that I speak to one of my council colleagues, Paul Clark, who is also a barrister."

Clark then met Henshaw on Saturday April 23rd. Paul Clark's notes of the meeting recount how Henshaw "has had enough and wants to go."

Clarks (below) says: "DH (Henshaw) wants the following deal:

1) A press release has to be issued - "co-conspirators have to be stopped" They didn't bank on Tony Parrish then? ed

2) Wants to establish that peace has broken out.

3) MJS (Storey) to specifically call the press and to telephone Larry Nield (Daily Post journalist) and Rex Makin (Liverpool solicitor)

4) MJS to telephone Local Government Chronicle and Municipal Journal - verbalise the press release.

5) Meeting of the Appointments Panel (the council subcommittee that turned down a pension deal for Henshaw) probably after 5th May, 2005

a) DH to retire on 30th March 2006
b) Sub committee awards him from the day extra pension years
Sub committee begs CX (Henshaw) to reconsider and to continue working. In the event of them being successful in persuading him to stay, the extra pension years will be rescinded.

6) Consultants to review the pay of senior management (McElhinney and Halsall) Yes give them a pay cut, ed

7) DH be allowed to do other duties during the notice period and receive remuneration from those other duties.

8) Council go to market place for replacement chief executive in September.

Storey says: "I agreed to the points raised but had concern over a press release which asked the press to apologise to David. I felt that I could not say this. Henshaw...insisted on this line, or there would be no deal. I felt compelled to agree.

"The press release was issued by my office on Monday 25 April as agreed although Mr McElhinney had organised for the newscentre to issue the agreed statement as well."

So Henshaw used the discovery of Storey's emails to Finnegan to force a better pension deal for himself. This is demanding money with menaces - or blackmail.

The council Leader has now also agreed that Henshaw can retire with the pension deal which the council had already turned down. He has also left the way open for Henshaw to change his mind about retiring after apparently agreeing the sub-committee will "beg him to stay."

Storey has also agreed to a grovelling press statement which attempts to patch up their differences and pretend nothing is wrong. And Storey has agreed that Henshaw can earn extra money during his notice period and that his chief lieutenants, McElhinney and Halsall will have their pay reviewed.

All this in return for Henshaw agreeing to retire in March 2006.

DAVID HENSHAW was "aggressive, threatening and intimidating" to the elected Leader of Liverpool city council, previously unreleased documents have disclosed.

They describe how chief executive Henshaw's relationship with Councillor Mike Storey deteriorated over the ill-fated Mersey tram.

And they reveal how the relationship worsened even further after the council turned down a huge pension deal for Henshaw.

The documents also give a shocking insight into Henshaw's personal behaviour and reveal how he used abusive and threatening language in his dealings with the council Leader.

The confidential documents are split into several different sections and give a fascinating glimpse into the battle for power behind the scenes at Liverpool Town Hall.

We shall be serialising extracts from the documents over the next few weeks so that the people of the North West will be able to judge for themselves exactly what kind of man Henshaw is.

The first part of the secret documents is headed "Circumstances leading to the publication of the so-called Draft Section 151 Report" and has been written by the former Leader Councillor Mike Storey.

It tells how Henshaw approached Storey in 2004 and infomed him that he would have to leave the council in March 2006, because pension changes meant "it wasn't financially worth his while staying."

The council's Director of Resources, Phil Halsall, (known elsewhere as 'the smiling assassin') was instructed by Henshaw to write a report detailing how to get round the pension changes involved.

But Halsall (right) failed to write the report, leaving Henshaw " quite agitated". Then in another blunder, Halsall gave Councillor Storey a copy of an entirely different report!

When finally the correct report on Henshaw's pension was presented in private to the council committee responsible in February 2005, they had three major concerns:

* The report proposed that future pension arrangements for other senior officers should be decided just by Henshaw, Storey and Councillor Marilyn Fielding.

* The report contained no legal implications.

* The report contained no figures!

Storey says Henshaw met him outside the Town Hall after receiving a briefing about the private meeting from Halsall. Henshaw was "very vexed at what had happened."

Storey says: "I have to say that I felt in a very uncomfortable position. The fact that Phil Halsall had repeated verbatim, the discussion in the private meeting."

Executive Board members then agreed to Henshaw's pension being topped up (no figures were given, but it was estimated that this would be to the tune of £340,000), with only two against (current leader Warren Bradley and Education Member Paul Clein).

However the Cabinet set two conditions:
"they wanted to see actual figures" (!)
and they wanted Henshaw to relinquish his position as chief exec of Capital of Culture.

Storey says that the councils Executive Board again met privately to discuss Henshaw's pension and there was concern that there were still no figures available and that the entire Lib Dem group needed to discuss their response.

Storey then says: "At the Group meeting, I proposed that the augmented pension be approved. There was strong vocal opposition to this with every member of the Group bar one, saying that they could not support this. That it would set a very dangerous precedent. However, members were appreciative of his role as chief exec and the job he had done. No formal vote was taken. It was agreed that I would.....see if there were other ways of retaining David, but not with an augmented pension."

Storey then tells how at the subsequent council committee, he moved that the extra pension for Henshaw was not approved.

"At the end of the meeting, I spoke to the Executive Director for Central Services, Mr McElhinney (left, known elsewhere as 'the rottweiller'), who was clearly surprised and shocked at the decision."

Storey tells how he was then collared by reporters about the decision.

"The reporters infomed me that they had spoken to David Henshaw and he had said that in view of this decision, he would be leaving at the end of the year."

'Reclaim Our Neighbourhoods'

YOBS are repeatedly wrecking leisure facilities being built for some of Liverpool's most deprived communities.

Three centres have suffered damage running into thousands of pounds damage in a series of attacks by vandals.

Council leader Warren Bradley today pleaded with vandals targeting Norris Green, Dingle and Walton: "We're building these for YOU - just stop destroying them."

Recent attacks have seen:

* Windows shot out with BB guns and air rifles

* Fireworks thrown inside the buildings

* Timber panels torn down and set alight.

A new leisure centre next to Alsop high school in Walton, pitches at Norris Green's Scargreen recreation ground, and the Starr Fields sports complex in Dingle have been repeatedly hit.

Cllr Bradley today said parents had to keep a closer eye on their children.

"These three sites are suffering terribly and I do not want these thugs to win.

"We are trying to invest in community sports facilities so young people have something to do.

"Then we find out that some yobs have shot through the windows at the Alsop building with a ball-bearing gun.

"Scargreen has 24-hour security, but kids have still got in and wrecked the building materials being used.

"We need these communities to keep a close eye on what is happening. If parents know what their children are doing - or if they don't - they need to starttaking some responsibility."

At the new £6m sports hall, gym and pool at Alsop high, which will open in 2007, vandals fired air guns at windows, sprayed graffiti and hurled bricks, ignoring security guards.

Scargreen's £1m sports ground, which will have new grass and synthetic pitches when it opens in the spring, is being attacked by youths who daily throw bricks and fireworks, damaging machinery and the new playing surfaces.

At Starr Fields, a £750,000 scheme by Shorefields school to turn the old Dingle Vale recreation ground into a floodlit pitch and tennis courts, yobs ripped down timber hoardings and burned them.

Chief Supt Andy Ward, area commander for Liverpool north, backed Cllr Bradley, adding: "While the police are ableto take action against offenders, it would be better if parents could nip this in the budby educating their children about acceptable behaviour.

City Labour leader Joe Anderson said: "The yobs will laugh at being told to stop it - we have to force them to stop it."

ELDERLY people and their families yesterday vowed to fight the closure of one of Liverpool's old people's homes after a consultation into its future was given the go-ahead.

Infirm and ill people, some aged 80, arrived in Liverpool yesterday to campaign against plans to close Venmore community care centre, in Hartnup Street, Everton, in order to make way for a modern 'elderly village'.

So far more than 1,500 people have signed a petition to save the home, but the centre's future is far from certain.

At a meeting yesterday, residents and their families addressed councillors to explain what the home means to them.

Willsbert Buckeridge, 72, wept as he told them: "I've lived there for two years and it is my home - people are very generous there and I don't know what would happen if it closed."

Maureen Finn, whose 76-year-old mother Elizabeth Finn has lived in the home for 13 years, said: "It will kill my mother if she leaves."

The 25-bed centre, which also provides daycare for elderly people in the community, encompasses a stroke recovery unit.

In 1998, the centre benefited from a £2.8m refurbishment.

Cllr Roz Gladden said: "It seems utterly ridiculous to spend that much money, to then close the home less than 10 years later.

"This is not a true consultation exercise but a cynical procedure to 'consult' residents, which really is not acceptable.

" A senior staff member said: "Staff have been promised new jobs so it isn't for our sake that we're fighting this - it's for the residents.

"We've lost an awful lot of services over the years in Liverpool and there are very few homes left - we can't afford to lose Venmore too."

Yesterday, members of Liverpool City Council's health and adult social care select committee voted to go ahead with a consultation into what will happen to the home, but members changed the consultation to be one about the

'future', rather than the 'closure', of the centre.

Councillors also voted to ensure that vacancies at the home would continue to be filled in order to prevent a situation where empty beds helped fuel a closure.

A further report is now expected following the consultation to ascertain the centre's future.

Does she know that last month, in the very same week that the NHS announced its welcome stroke care pathway, Lib Dem-led Liverpool city council announced the proposed closure of one of the two venues from which the pathway was to be run, dispersing the staff who had just been trained to run it?

I invite her to give the NHS the strongest possible encouragement to continue with its excellent work, which seems to be one of the few ways in which we can make a serious effort against health inequalities in Liverpool.

There is no doubt that stroke and conditions such as diabetes and coronary disease are among the biggest diseases facing the NHS.

The issue is not just about helping people so that we can prevent them from acquiring those diseases, but about giving them support to allow them to live longer once the disease has become part of their life.

Although it is difficult for me to comment in depth, I suggest that the Lib Dem council has taken a rather short-sighted approach in respect of the unit.

Outrage as ex-Sun boss denies lies

FORMER Sun editor Kelvin McKenzie has angered families of the Hillsborough tragedy victims by insisting: "I never wrote lies".

The shock admission, made in a no-holds barred interview this week, has stunned the people of Merseyside.

The tabloid was condemned for its infamous The Truth article, written during its coverage of the Hillsborough tragedy, when it wrongly accused Liverpool fans of being directly responsible for the tragedy in which 96 people died.

Despite the paper printing a full-page editorial apology two years ago for the "most terrible mistake in its history", McKenzie has now whipped up fresh controversy with his comments.

Speaking to journalism trade magazine Press Gazette, McKenzie said: "When I published those stories, they were not lies.

"But I don't really think of it all in the way you suggest. They were great stories that later turned out to be untrue - and that is different.

"What am I supposed to feel ashamed about?"

The reaction, coming 17 years after Hillsborough, has bewildered and infuriated football fans across Merseyside.

Phil Hammond, chairman of the Hillsborough Family Support Group, today called on McKenzie to reveal his sources for the story.

He said: "I can't believe that even after all these years, there is no remorse or regret for the hurt he caused.

"He can't hold his hands up and say 'we got it wrong.'But then, that is the man all over.

"He should tell the people of Merseyside where he got the story from and who his sources were. We have a right to know."

The former editor has recently returned to nation's airwaves during the summer's World Cup, prompting complaints from listeners.

And the ECHO's website was inundated with furious messages from Liverpool fans upset he was back in the spotlight.

McKenzie returned to The Sun to work as a columnist from May 2006 where he has again courted controversy by making disparaging references about Scotland.

Today, The Sun is still blacklisted from many newsagents across the region.

Richard Pedder, chairman of the Liverpool FC Supporters' Club, said: If he still believes those views, there is something wrong with him.

"He is just trying to cover his back, but comments like this are just hurtful.

"The bloke is forgotten about now, he's not important."

LIVERPOOL docker's son John McDonnell arrived on Merseyside yesterday as part of a grass-roots campaign to become the next Prime Minister.

Hayes and Harlington MP Mr McDonnell, who was brought up in the Scotland Road area of Liverpool, is to stand against Gordon Brown in a leadership battle when Tony Blair quits at 10 Downing Street.

He has vowed to bring home British troops from Iraq if he beats the Chancellor in the race for the premiership.

Relatively unknown outside trade union and constituency circles, Mr McDonnell believes support from grass-roots party members as well as a vote from the major unions will boost his chances of success.

In Liverpool he met firefighters embroiled in a bitter dispute with the fire authority, as well as Ethiopian refugee campaigners and other trade unionists.

Last night he addressed dock workers and party members at the Dockers Club in Anfield.

Mr McDonnell said: "I am not New Labour, or Old Labour - I am Labour. Everything I support has been agreed by our party conferences.

"I believe Tony Blair will announce in three months that he is standing down, paving the way for a leadership election in the new year.

"I want to see Tony go with dignity, but sooner rather than later, but I also believe there needs to be a contest. In the Labour party, we do not do assassinations or coronations.

"I am standing because I believe that Gordon Brown was one of the architects of New Labour, so it will be much of the same if he takes over from Tony Blair.

"We are already seeing different factions within New Labour watching and waiting.

"I am travelling the country engaging with ordinary members and trade unionists to explain why I want to lead the party and to generate support. At the TUC last week there was a 'mock' poll of delegates and I won 59% of the vote.

"My own strong links with the union movement is important to me."

In the 1980s, Mr McDonnell worked with Tony Benn in his campaign to become deputy prime minister.

That started in the same way, as a grass-roots campaign eventually winning backing from a large contingent of MPs.

This time, Mr McDonnell will need the backing of 44 MPs before he can get his name on the ballot paper ahead of an electoral college.

Mersey marvel Callum Baccino who saved the lives of 10 people

A SCHOOLBOY who saved 10 people from a house fire is our latest Mersey Marvel.

Callum Baccino, aged 10, led his parents, five siblings and two friends to safety after spotting a blaze engulfing the house next door.

The fire hero was singled out by firefighters for his brave and quick thinking.

Now the modest school boy has been named a Mersey Marvel in recognition of his life-saving actions.

Callum, a pupil at Thomas Gray primary school, Bootle, was hosting a summer holiday sleepover for two friends at his Bootle home when he woke up and smelt smoke at 6.45am on September 4.

He went to investigate and saw a fire raging through a neighbouring house on Newton Walk.

Callum raced upstairs to wake his mum Maxine and dad Phil then rounded up his siblings, Kieran, 13, Aimee, 11, Amelia, seven, Morgan, five and Cameron, three, as well as his two sleepover pals.

By the time the family escaped outside in their pyjamas, smoke was coming through the walls in Callum's room and the windows next door were breaking because of the extreme heat.

Merseyside Fire and Rescue presented Callum with a certificate in re-cognition of his quick thinking and now Callum has his Mersey Marvels certificate to go alongside it.

Callum's mum Maxine said: "We are really proud of Callum. What he did was brilliant."

The family have since had new smoke alarms fitted in their home by the fire service as the ones they had did not have batteries installed.

The fire was started deliberately in the empty house next door after vandals broke in.

The ECHO gives £250 to each of our special Mersey Marvels, with a further £500 for the overall winner voted for by ECHO readers.

Each of the Marvels will be invited to a special lunch in Liverpool later this year when the overall winner will be announced.

ECHO Editor Alastair Machray said: "Callum is only 10-years-old but he showed the quick thinking of someone much older when he spotted the fire.

"If Callum had not acted when he did the ECHO could have been reporting a fatal fire that day."

The appointment of Sarah Parr. This was very suspicious activity.

The position of Mr Halsall whose son Liam’s band, ‘Abe’ was booked by Mr Cole to appear at the Summer Pops. This is even more suspicious activity.

Whilst some of the powers that be might fake a bit of good old fashioned swooning at the list, the reality is that such allegations are appearing the length and breadth of this nation and talk of bent councillors cutting crooked deals is going on in many of the labour heartlands. We all know new labour is just as bad, if not actually worse than the old Tories. They have certainly started more wars than Thatcher, and gone up a few gears in the class war against the workers and communities.

The political loyalty of whistle blowers is not really an issue and the rewards of whistle-blowing, as a few people in the UK have discovered, can lead from anything to suspected assassination (Dr David Kelly) to the day and day out harassment of people whose loyalty to the ideas of fair play lands them in trouble.

Firefighters dispute hottens up with new allegations from New Zealand

NZ letter fuels the flames of fire dispute

A LETTER from New Zealand claiming Merseyside chief fire officer Tony McGuirk plans to undermine the union has added further fuel to the dispute.

The fire service hotly denies the allegation that Mr McGuirk is engaged in a battle with the Fire Brigades Union (FBU) for "the hearts and minds" of Merseyside's firefighters.

In a letter to union solicitors, the national secretary of the New Zealand Firefighters Union, Derek Best, describes a meeting with Mr McGuirk around a year ago.

* Mr McGuirk revealed the fire service was paying legal fees for a number of firefighters who are taking the union to a tribunal after being expelled.

* That he had spoken of "enticing" firefighters away from the FBU with a "smirk on his face".

* The chief fire officer said the FBU was "living in the past", "out of touch with its membership" and had a "cloth cap mentality".

Mr Best wrote: "Mr McGuirk made it clear he was engaged in a battle with the FBU for the hearts and minds of Merseyside firefighters."

Mr Best claims that Mr McGuirk spoke about a number of firefighters who are taking legal action against the union.

They were expelled from the FBU after agreeing to become part of the service's new co-responding team.

Mr Best continued: "Mr McGuirk said he had already enticed a number of firefighters away from the FBU by getting those firefighters to become new elite teams.

"Mr McGuirk said although firefighters undertaking such work was against FBU policy, he was not concerned about this and he would be supporting those firefighters totally.

"Mr McGuirk further stated that this assistance went to the extent of funding those persons' legal costs."

He added: "Mr McGuirk further indicated this was simply part of his overplan to marginalise the FBU and to attack and undermine the authority of the FBU and its local officials."

Les Skarratts, secretary of the Merseyside FBU branch, said: "This is unbelievable. It shows what we have said all along, that the chief is trying to marginalise the union."

But the chairman of the authority, Cllr Tony Newman said the allegations were "inaccurate".

In a letter to the FBU, Cllr Newman said: "I do not believe the chief fire officer would ever refer to colleagues having a 'cloth cap mentality' in the manner described by Mr Best."

On the issue of the firefighters' legal action against the FBU, Cllr Newman added: "I can confirm that this action is private action, and therefore your allegations of support for these expelled members, extending beyond the professional and personal support by the chief fire officer, and the unanimous political support of the Authority, are therefore unfounded.

"Turning now to your suggestion that the chief fire officer has embarked upon what you term a confrontational strategy, I disagree.

"CFO McGuirk is now the fifth chief fire officer in Merseyside against whom this allegation has been made, with each successive chief fire officer being apparently even more committed to confrontation than his predecessor."

A spokesman for the fire service last night said the allegations were trouble-causing and a diversionary tactic by the union.

It is understandable that we forget that not ALL kids are bad.

This news of a Liverpool youngster, who saved his whole family from what could have been a fatal house fire.
Not only did he save his whole family of 8 he also got his 2 friends out of the house, who were staying the night at the time of the fire.

The little boy is only TEN years only.

Conquerors: The equivalent of the playground bully, this boss is obsessed with power. They'll put you on permanent tea-making duty and pour the stuff into the plant pot in front of your eyes.
Performers: This boss feels threatened very easily and will attack anyone who seems to be competitive. Don't have a bright idea in front of this one.
Manipulators: Wants to appear to be top dog at all costs. If a pet project of theirs is going awry expect them to palm it off on you and dress it up as an 'opportunity'.
Dehumanisers: People are just numbers to these robots. They'll see you as a company asset and boy will they try and sweat you. Don't expect tea and sympathy if you have a problem on the home front: just make sure you turn up on time.

It's fun to compare notes on where your boss fits into the spectrum of badness. But research compiled by the University of Manchester Institute of Science and Technology suggests that somewhere between one third and one half of all stress related illness is directly attributable to bullying at the workplace.

Beat the bad boss
If you've got a seriously bad boss, take heart because there are actions you can take to reduce their power. One is a technique taken from the acting world and can increase your status, or confidence, and reduce the probability of your being treated like a doormat.

Status games
Imagine your status or behaviour on a scale of one to ten where ten is a dictator and one is a mouse. Individuals display different 'strengths' of behaviour and confidence according to whom they are talking. If you're very intimidated and your boss is a despot, you may be a one or a two and they'll be a towering ten.

If you narrow the gap between your statuses a few notches you'll reduce the likelihood of being treated badly, advises Robin Chandler, founder of coaching company, the Impact Factory. You can have fun with this and try it out on your mates in the pub before you unleash yourself in the world of work.

Take your space
The idea is not to take on a bully or to match them in status, otherwise there will be a fight, warns Chandler. Physically walking taller, speaking louder and making eye contact will make a huge difference to your presence.

So take your space and your boss may just have to shift over a little bit.

Its amazing just what you can find in a tip!

Report today by the LIVERPOOL ECHO states that confidential records passports, birth certificates and a pilots uniform were all discovered thrown away in a merseyside tip.

I have been informed that remnants of Shergar were found and Tony Parish from the Liverpool Evil Cabal blog has been living here.

Shergar stated " I have been living here for years in peace, no running and jumping for me anymore, then this bloke turns up and starts telling me this wild story of corruption and dishonesty in Liverpool City Council.
I thought he was a crank, maybe he left all this stuff? or maybe the evil cabal did?
I wouldn't mind but his feet stink!"

Tony Parrish was not available for comment as he was sifting through the tip to see if there was any more information he could use before the tip is emptied.

Firefighter anger at picket dossier

STRIKING firefighters claimed today that bosses were keeping dossiers on them. The Fire Brigades Union said photocopies of identity cards have been stuck on the walls of stations and forms are being filled in monitoring the movement of pickets. Crews found their cards and the forms in the stations when they returned to work for two hours yesterday before the second four-day strike began. Now the FBU is seeking legal advice over what they see as bullying tactics. A spokesman said: "The strike breakers forgot to clean up after themselves and our members found forms with headings like what people were wearing, how many there were in more than one station.

"I am shocked by this. It leaves a bitter taste in the mouth."

But a fire service spokesman insisted that it was important to monitor pickets. He said: "We have to make sure there are not too many. We also monitor behaviour. "On one occasion, it was necessary to call the police after strikers in Croxteth got too boisterous." Chief fire officer Tony McGuirk also defended an email which warned striking firefighters they were not demonstrating the right personal qualities to advance their careers.
He said: "My email set the context of the qualities and character we will be looking for in leaders for the future. "It does not prejudice any individual who takes part in industrial action." Talks between fireservice bosses and staff failed to find a resolution yesterday but they resumed at 10o'clock this morning. However, a breakthrough was described as unlikely by FBU members who said the fireservice was again asking for preconditions. Ex-firefighters have been drafted in to provide cover for the 1,000 striking staff. This morning crews in the city centre attended a serious car fire in Tithebarn Street. Twelve people from nearby flats had to be evacuated at 2am. Stand-in crews in Birkenhead also rescued a cat from a pub roof this morning. homa.khaleeli@liverpool.com

Threats 'made by fire strikers'

FIREFIGHTERS who agreed to work through the Merseyside strike today claimed their families were being threatened. Abusive phone calls and dangerous vandalism have been reported by staff who agreed to work during the industrial action, which started on Friday. They told bosses firefighting equipment was tampered with while stand-in crews were attending callouts. Today fire officials claimed insults and threats were coming from some striking members of staff, who were phoning the working crews' private numbers to intimidate them. They warned the handful of individuals they believed were responsible, saying there would be no amnesty for their actions after the strikes ended, and they would use any disciplinary methods at their disposal. A spokesman said: "While the majority of striking firefighters have behaved properly, a minority have been involved in childish, disruptive, and sometimes dangerous actions. "We think a gauge on one of the engines from the city centre was tampered with, showing it had a full tank of petrol when it did not. "We will raise the issue with the Fire Brigades Union today and report the more serious incidents to the police." Former firefighters have been brought out of administration jobs and retrained to operate fire engines after 1,000 staff walked out on Thursday morning in a dispute over job cuts and changed working patterns. The striking firefighters were returning to work for two hours today, before starting a second four-day strike. Talks to end the strike were continuing todayafter a productive meeting on Saturday between union leader Les Skarratts and deputy fire chief Bill Evans. Mr Skarratts said: "At this stage, we are satisfied that the talks are genuine and not simply a public relations move on behalf of the fire authority. "We feel there has been some movement on the issues we have raised." The industrial action is planned to end at noon on Friday. All but four fire stations remained open. No-one from the union was available to comment on the allegations of phone threats and vandalism.

CONFUSION AT EX LIB DEM LEADER'S CRITICISM OF CAPITAL OF CULTURE

Liverpool people have reacted with confusion as ex Lib Dem leader of the City Council, Cllr Storey, voices concerns about Capital of Culture. Whilst many agree with what he is saying - Liverpool people do not know what is going on and do not feel a part of Capital of Culture - residents are shocked that he did not voice these concerns when leader.

Cllr Storey has said. " I don't think we have thought through what our legacy will be from this [Capital of Culture]." He went on to state, "I am not sure it's by the people for the people"

The Labour Party has long been stating this calling for more openness about Capital of Culture and asking for more support to be given to projects that reflect Liverpool people and their own unique, wonderful culture.

One voter told the Liverpool Labour Party website, "Cllr Storey is a bit late to be asking these questions. Others have been questioning the process for a long while. Why didn't Cllr Storey raise these concerns when he was leader of the Council and could do a lot more about it? There's a whiff of opportunism here and you've got to ask whether he is trying to make it difficult for the new Council leader." f
